If you are planning a public event, we can work with you to ensure it is safe for those taking part.

 

Planning an Event

If you are planning a public event, we recommend that you contact our Safety Advisory Group (SAG). The SAG coordinates the provision of specialist advice and guidance in relation to hosting an event. It works in partnership with the emergency services and North Yorkshire Council services to  consider the health and safety issues  relevant to your event.

As an advisory group, it cannot give consent or approval for an event to take place but can advise you about public safety issues which may need to be addressed.

You should complete our online notification form to inform the Safety Advisory Group of your planned event. Please tell us about your event three months in advance, to give the group time to consider the information and provide you with the relevant advice.

North Yorkshire Local Protect and Prepare Groups

Protect and Prepare groups work in partnership with Parish Councils to identify risk and vulnerability in relation to a potential terrorist attack in North Yorkshire. They support Parish Councils across North Yorkshire to comply with the Terrorism (Protection of Premises)  Act 2025, also known as Martyn’s Law.

Within North Yorkshire we have set up 3 local multi-agency protect and prepare groups covering the following areas:

  • West (Ripon, Richmond, Skipton)
  • Central (Harrogate, Selby, Knaresborough, Ainsty)
  • East (Scarborough, Whitby, Thirsk, Malton)

Martyn’s Law will ensure the public is better protected from terrorism, by requiring certain public premises and events to be prepared and ready to keep people safe in the event of an attack. The Government intends for there to be an implementation period of at least 24 months before the Act comes into force. This period will enable those responsible for premises and events to have sufficient time to understand their new obligations, and to plan and prepare accordingly.

Whilst those that fall within scope of the Act may wish to consider the requirements, there is no requirement to comply with them until the legislation comes into force.

Licences

You should be aware that certain permissions may be required before hosting an event, for example if you intend to sell alcohol, provide regulated entertainment, or if your event requires one or more road closures. In these situations you will need to speak to specific teams at North Yorkshire Council about your event and different lead in times will apply.
