Community Anchor Organisations
Community Anchor Organisations are voluntary, community and social enterprise organisations, rooted in their local area and deeply embedded in local communities. In total, there are 25 Community Anchor Organisations spread across North Yorkshire. They play a crucial role in connecting the dots between residents, local groups and organisations to deliver these outcomes:
- increase community resilience for both good times and in emergency situations
- increase local capacity to deliver services by utilising local partnerships and alliances
- create or support opportunities for more residents to be involved in local, social action

Community Partnerships
Community Partnerships refer to local collaborations between ourselves, voluntary groups, community organisations, Parish and Town Councils, and residents. Their purpose is to strengthen local decision‑making, support community wellbeing, and help deliver services in ways that reflect local needs.
These partnerships are part of our wider efforts to work more closely with communities following the creation of the new unitary authority in 2023. They are being piloted across the county to test new ways of involving residents and local organisations in shaping services and priorities.
Community Partnerships typically focus on:
- Bringing together local voices — residents, volunteers, businesses, and Parish Councils — to identify what matters most in their area
- Supporting local resilience, especially through Community Anchor Organisations that connect residents with services and help coordinate local action
- Co‑producing services, meaning communities help design and deliver local solutions, especially around wellbeing, social connection, and reducing inequalities
- Strengthening the voluntary, community and social enterprise (VCSE) sector, including reviewing funding and creating a more consistent partnership approach
Our Localities Service is embedding Community Partnerships as part of a broader shift toward:
- Supporting digital inclusion and cost‑of‑living initiatives
- Working with Parish Councils on devolving assets and services
- Coordinating support for asylum seekers and refugees
- Building long‑term collaboration with community anchor organisations
Community Partnerships help ensure that:
- Local knowledge shapes local decisions
- Services are more responsive and sustainable
- Communities have more control over their wellbeing and future
- Volunteers and local groups are better connected and supported
These partnerships are still evolving, but they represent a major shift towards more community‑led governance.
