Anti-Social Behaviour
Anti-social behaviour (ASB) is a broad term used to describe the day-to-day incidents of crime, nuisance or disorder that can make a person’s life a misery – from litter and vandalism to public drunkenness or aggressive dogs, to noisy or abusive neighbours.
Depending on the nature of the ASB this may be dealt with by the Council or the Police.

Powers to Address Anti-social Behaviour
New powers were introduced in late 2014 and early 2015 to address anti-social behaviour which include:
- Community Protection Warnings / Notice – can be issued by us to stop unreasonable and persistent behaviour that is having a detrimental effect on the quality of life of those living in an area
- Public Spaces Protection Order – can be issued by us to stop anti-social activities being carried out in a public space such as a local community park
- Dispersal Power – used by the police to move individuals out of a specified area for up to 48 hours
- Closure Power – used by ourselves or the police to shut down / restrict access to premises that is being used to cause anti-social behaviour for up to a maximum of six months
As a Parish Council, you may be consulted with to better understand anti-social behaviours in your Parish so we can enforce these powers.
CCTV in Public Spaces
We use CCTV cameras to help detect crime and other public safety issues. Our Public Spaces Surveillance Systems (CCTV) provide a safe public environment for those who live, trade, visit and enjoy the facilities in North Yorkshire.
Community Safety Hubs
Community Safety Hubs provide local help and support for community safety initiatives across North Yorkshire.
Community Safety Hubs are co-located officers based in local areas and usually consists of at least one North Yorkshire Council Officer and an officer from North Yorkshire Police. Where needed there is capacity to bring in the fire service, social landlords, probation services, youth services, voluntary services and other local agencies to tackle issues as they arise.
As a Parish Council, you can help inform the work of the Community Safety Hub to improve the quality of life of your residents and reduce the incidents of anti-social behaviour.
The Community Safety Hubs work in partnership to:
- Protect their local communities from crime and disorder, and help people feel safer
- Deal with local issues like antisocial behaviour, drug or alcohol misuse, re-offending and crime prevention
- Assess local crime and disorder priorities and consult partners and the local community about how to deal with them
- In some locations there are Community MAPS (Multiagency Problem Solving) meetings, where Parish and Town Councils are encouraged to participate. It is an opportunity to received and share information and raise emerging issues.
