Highways

You work closely with North Yorkshire Highways Services to help create a more responsive and effective service that can better serve your resident's needs

 

You can play a role in managing highways and public rights of way within your Parish. As a Parish Council, you can:

  • Monitor the condition of highways and public rights of way and report issues such as potholes, obstructions, and maintenance needs to us
  • Engage with residents to gather feedback on local highways and rights of way, and promoting their proper use
  • Work with us to coordinate efforts for the maintenance and improvement of highways and rights of way
  • Initiate and support projects to enhance the local network of highways and rights of way, such as installing signage, improving accessibility, and maintaining paths
  • Organise campaigns to educate the public about their rights and responsibilities regarding highways and rights of way

 

Urgent Highway Issues

If the issue is causing an immediate danger to the safety of road users, it is classed as an emergency. You should contact us by telephone to report an emergency on 0300 131 2 131, rather than using our online form. Our opening hours are Monday and Tuesday 9am to 5pm; Wednesday 9.30am to 5pm; Thursday 9am to 5pm and Friday 9am to 4.30pm. Dial 999 outside office hours for our emergency service.

Gritting

We also provide salt heaps and bins for use on roads and footways in severe weather, but not for use on private property.

Safety Inspections

The North Yorkshire Council Highways Safety Inspection Manual was developed with the aim of providing operational guidance to officers involved in undertaking highways safety inspections in order to ensure a consistent county wide approach. Weight Restriction Enforcement

Trading Standards enforces priority weight restriction orders on behalf of Highways and works with local communities to maximise the available resources by using community volunteers and Lorrywatch schemes.

Highways sets enforcement priorities. However, if your area has a weight restricted road or bridge which is regularly breached by HGV drivers, we may be able to assist by training volunteers to:

  • operate a Lorrywatch scheme through which volunteers monitor driver behaviour and report registration numbers monthly to Trading Standards, which then sends warning and advice letters to vehicle operators to encourage future compliance, or
  • maintain observations in a manner which enables evidence to be gathered which could be used in criminal proceedings, including providing that evidence in statement format and being prepared to give evidence in court if required, and passing that evidence to Trading Standards for investigation.
